Overview:

PKM Canada Marine Terminal LP (Vancouver Wharves Terminal) is currently recruiting for a Manager, Operations - Dry Bulk. This senior terminal leadership position reports to the General Manager Marine Terminals in the Natural Gas Business Unit (NBU), part of Pembina’s Facilities Division. Located in one of the busiest port cities in North America, our Vancouver Wharves’ location is one of the largest terminals on the West Coast and handles both liquids and bulk products including mineral concentrates, diesel, sulphur, and grain products on behalf of customers. 

The Manager, Operations - Dry Bulk will be directly responsible for managing all aspects of VW terminals 4 & 5 operations (currently sulphur and grain handling systems). The Operations Manager will work closely with the Maintenance Manager & Engineering, Operations Superintendents, support staff and all Foremen to manage, direct and monitor all operations at Terminals 4 & 5.

Responsibilities may include but not limited to:

  • Actively plan, manage and participate in efforts to continuously improve operational safety programs including; delivering weekly/monthly safety meetings and safety items follow-up, safety and operational audits (Field Leadership Engagements, Job Hazard Analysis, Site Specific Procedures, Work Hazard Assessment, Equipment Demonstration Check list), compliance with corporate safety policies, pre-shift toolbox meetings, accident/incident investigations and root cause analysis, heightened awareness and delegated accountability to Foremen and Operations Superintendents through the implementation and enforcement of safety policies that meet, or exceed, corporate, local and federal regulations and policies;
  • Plan and manage all day-to-day Terminal 4 & 5 operations, provide terminal development support for initiatives as required;
  • Perform all work within established Safety, Environmental and Quality standards while maintaining the integrity of cargo, protection of workers and equipment;
  • Ensure all terminal operational activities are conducted according to established policy and procedure;
  • Develop safe & efficient operational procedures as may be required for changing business circumstances;
  • Commitment to achieving optimal terminal results through continuous improvement;
  • Manage all daily planning meetings and ensure terminal needs have been identified and communicated to the operations and maintenance teams as well as engineering and projects teams;
  • Ensure that all shift labour requirements have been determined and ordered accordingly by the Operations Superintendents, Operations Coordinators and Operations Logistics Analysts (as applicable);
  • Work with the operations superintendents to maintain an effective Foremen workforce through coaching, training, empowerment, and performance management;
  • Provide documented feedback to Foremen, Superintendents, Operations Coordinators and Operations Logistics Analysts on job performance levels;
  • Manage the progressive disciplinary process when behavioral changes are required for reports;
  • Assist in hiring, job placement and training for new employees;
  • Participate in the process to further develop terminal business objectives with other management and business development teams;
  • Participate in developing, implementing, and directing realistic, objectives and expectations for Superintendents, Foremen, Operations Coordinators and Operations Logistics Analysts to achieve targeted results;
  • Participate in the development of annual operating and capital budgets and effectively manage operations consistent with these budget goals;
  • Effectively interface with customer representatives, regulatory agencies, PKM staff, Union and BCMEA personnel, and other terminal stakeholders as required;
  • Ensure all Federal, Provincial, and corporate regulations and policies are adhered to taking immediate corrective action where non-compliance is found;
  • Ensure all incidents and near misses are investigated;
  • Ensure all training required or appropriate activities are managed for employees;
  • Provide leadership for operations engineering and sustaining capital project execution teams to deliver organized and efficient outcomes and produce excellent operational, safety and financial results;
  • Support the coordination of engineering, projects and communication between Operations, Commercial and Finance/Accounting functional groups and be able to communicate this effectively to both internal and external stakeholders;

  • Actively participate in the development of Pembina’s safety culture where employees, public and environmental impacts are eliminated or mitigated by ensuring appropriate programs and processes are in place;
  • Support the development and implementation of internal systems and controls to promote an organizational culture to ensure the safe, reliable and cost-effective operation of facility assets;
  • Ensuring department compliance with Management of Change (MOC) procedures;
  • Understand the KPI’s and metrics of terminal assets to ensure profitable decision making and review and contribute to proposals from Engineering, Operations, Commercial and Business Development groups;
  • Develop and implement strategies for continuous improvement and employee engagement;
  • Provide personal career development, mentorship and supervision to direct reports; and
  • Provide leadership in support of an equitable, diverse, and inclusive workplace.

Qualifications:

  • Progressive leadership experience of 10 + years;
  • Post-Secondary Education or equivalent experience (Prefer degree in Engineering, Transportation or Business Administration; diploma in mechanical/civil/mining engineering; or 5 + years equivalent management experience in a heavy industrial and unionized liquids/bulk handling environment;
  • Energetic, resilient, collaborative, and goal oriented;
  • Commitment to continuously act in an environmentally and socially conscientious manner to maintain the dependability, integrity, and safety of Pembina’s assets, operations, work sites and systems;
  • Working knowledge of bulk terminal operations (loading and unloading trucks, railcars, marine vessels and barges) and related procedures, standards, and safety and environmental regulations;
  • Proven experience of effectively managing unionized employees in a manner that ensures overall success and promotes a team attitude;
  • Experience related to goal setting, performance management, incident investigation, root cause analysis, training programs development, operating, safety and maintenance procedures development, and budget management;
  • Effective communication skills, strong business and financial acumen, demonstrated leadership capability, strong organizational and problem-solving experience, and knowledge of cost analysis and control methodology;
  • Excellent working knowledge of MS Office and demonstrated aptitude working with other business-related computer programs and applications;
  • Organizational skills and ability to prioritize tasks are essential;
  • Must be a problem solver with the ability to find resolutions and make decisions;
  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, customers, vendors, 3rd party stakeholders and regulatory agencies; and goal oriented;
  • Required to be on-site for during a regular work hours; and
  • Occasional shift and weekend work may be required to meet customer & operational requirements including on-call.
