Overview

PKM Canada Marine Terminal LP (Pembina Pipeline Corporation’s Vancouver Wharves Terminal) is currently recruiting for an Electrical Project Manager to join the team. This position reports to the Supervisor, Operations Engineering in the Natural Gas Liquids Business Unit (NBU), part of Pembina’s Facilities Division. 

 

Vancouver Wharves Terminal is a 125-acre diversified bulk and liquids marine terminal operating within the Port of Vancouver, the largest port in Canada. The facility has been in operation since 1959 and now provides export capacity at four vessel berths with rail infrastructure directly connected to the main railway network in Canada. It has the capacity to receive and unload Panamax class vessels, unit trains and specialized conveyance systems. The facility also has significant dry bulk and liquid storage capacity and is equipped with efficient materials handling systems to load and unload ocean-going vessels and barges. The terminal handles mineral concentrates, sulphur, agricultural products, and diesel fuel by railcars, trucks, and marine vessels.  Bulk cargo is transferred to storages sheds or silos by a conveyor system. Diesel is typically offloaded from railcars, then is moved through a pipeline network to holding tanks before it is loaded to barges.

 

The successful candidate will be responsible for the overall plant electrical infrastructure and the physical layer of the control system.  This position will manage sustaining capital and improvement projects, oversee project definition, planning, execution and close out of electrical projects and will act as a technical resource for the development and delivery of terminal initiatives and electrical standards. 

 

The role works closely with managers, Safety Security and Emergency Management (SSEM) staff, operations coordinators, operations logistics analysts, third party stakeholders, ILWU foremen, and ILWU longshore personnel to develop functional solutions and to provide electrical governance that promote safe, efficient, and environmentally responsible terminal services to our customers.

Responsibilities

Responsibilities include but are not limited to:

  • Managing projects from scope development, conceptual design, detailed design, construction, to commissioning and post-project support;
  • Reviewing the current state electrical equipment and systems and identifying  long term improvement plans to optimize the capacity and extend the service life of plant electrical equipment; 
  • Working with management to develop sustaining capital plans and budgets;
  • Preparing project funding requests and cost estimates;
  • Performing calculations to verify designs or modifications to the existing electrical infrastructure, redline drawings as required;
  • Supervising contractor work to ensure compliance with safety and environmental standards;
  • Review design proposals and ensure conformity to the Pembina’s engineering standards;
  • Analyzing costs and tracking expenditures; verifying invoices and overseeing third party work to ensure quality and adherence to project and departmental budgets and project milestones and deadlines;
  • Coordinating with contractors, consultants, and terminal staff for project planning and scheduling to avoid disruption to terminal operations;
  • Administering documents required for approvals, tracking scope changes, defining new asset additions by ensuring manuals and updated engineering drawings are accurate, preparing management of change and project governance records;
  • Supporting the maintenance team to troubleshoot and conduct root cause analysis of electrical failures;
  • Demonstrating commitment to the improvement, and adherence of safety and environmental policies in all aspects of work and promoting a culture of safety and environmental stewardship by example;
  • Managing multiple projects while supporting the operations team as required;
  • Working in a team environment and pivot quickly due to changing schedules and priorities;
  • Working evenings or weekends at times to ensure minimal disruption to operations or maintenance schedules;  
  • Conducting site visits and field reviews with approximately 50% of the time spent in the field; and
  • Participate and support an equitable, diverse, and inclusive workplace.

Job Qualifications

  • Electrical Engineering degree or Electrical Engineering Technologist Diploma;
  • A minimum of (6) six years of relevant experience;
  • Professional Engineer (P.Eng.) or technologist designation would be an asset;
  • Red Seal (electrical) certificate would be an asset; 
  • Electrical Field Safety Representative (FSR) certification would be an asset;
  • Previous experience managing projects in an industrial environment with detailed; knowledge of medium to high voltage power distribution systems, conveyance systems, VFDs and controls;
  • Detailed understanding of CSA standards and practice around electrical safety and maintenance; and
  • Strong computer skills, with experience using AutoCAD, CMMS, and MS Office suite.

 

This position is considered “Safety Sensitive” so will require Pre-Employment Drug & Alcohol Testing.  You may also be required to provide a Driver’s Abstract.

 

The successful candidate must live within 100 km of North Vancouver.
