Pembina Pipeline Corporation’s Calgary office is recruiting for an Advisor, Training Mentorship and Qualification (TMQ) Coordinator for Operations, to join the team for a 24-month fixed term. This position reports to the Supervisor, Compliance & Technical Training in the Human Resources Service Unit (HSU), part of Pembina’s Corporate Services Division.


The Advisor, TMQ for Operations (24-month fixed term) will play an integral role in the sustainment and continuous improvement of TMQ for the Operations program at Pembina. This includes the design, development, implementation, evaluation and sustainment of technical training and competency management materials within the TMQ for Operations Program, to ensure we deliver a successful training & competency assurance program to operations staff and meet our compliance and regulatory requirements.

The successful candidate will work collaboratively with the TMQ for Operations Project Team, the Compliance & Technical Training Team, Operations Leadership and Technical Subject Matter Experts (SMEs) to develop and deliver reporting metrics, maintain and develop TMQ materials( training modules, mentoring and competency evaluation forms). This role requires a demonstrated understanding of effective adult learning, competency and training approaches and methods for leveraging on-the-job learning in a technical and/or regulated environment.

Summary of Responsibilities

Responsibilities will include but not limited to:

  • Monitor & Support TMQ Program Effectiveness;
  • Coordinate TMQ management reporting and metric improvement;
  • Facilitate evaluation & continuous improvement meetings with Operations leadership and Communities of Practice members;
  • Lead annual review of the program including interviews, audit of key materials and documentation of findings;
  • Support training gap analysis as part of solutions for competencies and various operational roles;
  • Provide advice to leaders and program owners on various learning methodologies for employee development, recommending the most efficient and effective methods for use at Pembina to ensure the organization meets compliance and training regulations;
  • Evaluate TMQ for Operations effectiveness, identify design and implement continuous improvement tactics as appropriate;
  • Work with stakeholders and SMEs to identify success measures for training courses and programs;
  • Ensure training delivery standards are maintained and improved in line with feedback (stakeholders/clients/SMEs);
  • Receive, analyze, and prioritize new TMQ program client requests;
  • Manage and maintain the Operations Competency Library;
  • Maintain team projects and statuses, and communicate deadlines to other team members;
  • Assist with the continuous monitoring and control of the training budgets and preparing various reports when requested;
  • Support Delivery of Operations & Technical Training Programs;
  • Work closely with SMEs to build competency frameworks, training programs and curriculum that support operational, technical and compliance requirements and support the business to assess gaps in these areas and make recommendations to adjust training offerings as needed;
  • Manage training and development projects (from scoping and analysis to implementation) for training solutions; arranging for SME resources, tracking progress to plan, ensuring training product quality (accuracy, completeness, learning effectiveness), and tracking deliverables and expenses;
  • Design and develop mentorship checklists and competency evaluation forms, leveraging and coordinating input from internal subject matter experts;
  • Work with and/or coordinate the efforts of contractors or other training developers or technical writers as required;
  • Act as a SME on adult education techniques and program development approaches to the business and external vendors (as required); 
  • As required, serve as a facilitator and/or conduct train-the-trainer sessions with Mentors, Qualifiers, and SMEs from the business; and
  • Support an inclusive and diverse workplace.



  • Experience working in a technical training or technical writing role in the energy sector;
  • Experience supporting and/or facilitating competency and training and development or procedure programs in a technical environment;
  • Post-secondary education in Adult Education, Training & Development, Business Administration, Engineering, or related field is considered an asset;
  • Experience in energy operations and practical application of training, mentorship, and qualification practices, coupled with a willingness to learn training and development methodology would also be considered;
  • Strong software skills are considered an asset : Microsoft office – Outlook, Word, Excel, PowerPoint;
  • Experience with Adobe Captivate for eLearning development is considered an asset;
  • Demonstrated aptitude for learning new software programs;
  • Experience with SharePoint for information sharing and collaboration, including development of pages, lists, and document libraries;
  • Database experience;
  • Excellent communication (verbal and written), listening, questioning and facilitation skills;
  • Knowledge of conducting learning needs analyses, report writing, and skilled at evaluating and analyzing skill gaps;
  • Experience in instructional design and effective adult learning and training methodologies and their direct application in a technical and/or regulated environment, or equivalent operations or practical experience;
  • Familiarity with regulatory bodies such as OH&S, OSHA, CER, PHMSA, CEPA, AER, and/or FERC;
  • Solid interpersonal skills to build productive, cross-functional, collaborative relationships with leaders and SMEs throughout the business;
  • Accustomed to dealing with a high level of change and thriving in a fast-paced, continuously evolving environment;
  • Experience in project management and ability to manage several projects at once; and
  • Willingness to commit to a 24-month fixed term.
