Overview:

Pembina Pipeline Corporation’s Calgary’s office is actively hiring for a Financial Regulatory & Liability Senior Advisor to join the team. This position reports to the Manager, Financial Regulatory & Liability in the External Affairs team part of Pembina’s Legal, People, and Corporate Affairs division. 

 

The Financial Regulatory & Liability Senior Advisor will support a team of professionals within the External Affairs Service Unit, providing regulatory toll and tariff support for Pembina’s Alliance Pipeline assets regulated by the Canada Energy Regulator (CER) and the U.S. Federal Energy Regulatory Commission (FERC). This role supports both day-to-day operations and future business growth initiatives.

 

The External Affairs Service Unit brings together Land, Communications and Government Relations to provide essential services to projects and to ongoing Pembina business.  In addition to this group effectively mobilizes project support, while ensuring proper governance and controls are in place.

Responsibilities:

  • Provide regulatory leadership and guidance on developing and evaluating tariff terms and service agreements to support transportation service enhancements, new pipeline interconnections, capacity expansions, and other growth initiatives;
  • Assist in the preparation of information for toll, tariff, and compliance filings to the CER or FERC, including ongoing periodic reporting requirements. Provide regulatory support and/or direct preparation of evidence testimony in CER or FERC regulatory proceedings, as required;
  • Assist in the organizing and managing of the Canadian Alliance Pipeline Shipper Task Force, including the preparation and delivery of presentations for shipper consultation purposes;
  • Establish and maintain policies, practices, and procedures for ensuring regulatory compliance, as they relate to terms and conditions of transportation service on the Alliance Pipeline system;
  • As required, provide strategic regulatory toll-making advice and financial modeling analysis, including cost-of-service determination, cost allocation methodology, and rate design modification;
  • Monitor and analyze CER and FERC regulatory developments and decisions, providing recommendations on policy positions that may impact Pembina’s regulated pipeline businesses and competitive position; and
  • Participate and support an equitable, diverse, and inclusive workplace.

Qualifications:

  • Degree in Business, Economics, Science, Engineering, or similar field;
  • 5+ years of regulatory, commercial, or regulated energy industry experience, with knowledge of U.S. and Canadian pipeline regulatory frameworks considered an asset;
  • Strong understanding of the Canadian and U.S. energy pipeline industry, including upstream producers and downstream markets;
  • Sound basis in energy economics and technical issues relating to energy pipeline transportation; and
  • Strong verbal and written communication skills, with the ability to effectively represent company positions to shippers, regulators, and industry stakeholders.
