Overview:
Pembina’s Calgary’s office is actively hiring for a Financial Regulatory & Liability Advisor to join the team. This position reports to the Financial Regulatory & Liability Manager, in the External Affairs team.
The External Affairs team within the Legal, People, & Corporate Affairs division brings together Land, Communications and Government Relations to provide essential services to projects and to ongoing Pembina business. In addition to this group effectively mobilizes project support, while ensuring proper governance and controls are in place.
This position supports a broad range of regulatory, commercial, and liability management activities across Pembina’s regulated pipeline businesses, including Alliance Pipeline, Cochin Pipeline, and Vantage Pipeline. The role provides analysis and support for regulatory filings, tolling and tariffs, compliance, and commercial initiatives while building expertise in economic regulation and North American energy infrastructure.

Responsibilities:
- Champion Pembina’s Zero by Choice safety culture and Life Saving Rules by embedding physical, psychological, and cyber safety into all work practices while taking personal accountability to maintain compliance, support audit readiness, proactively identify risks, and protect our people, assets, and data;
- Administer and enhance Pembina’s Liability Management Program, including data analysis, reporting, and regulatory compliance;
- Support the preparation and review of regulatory filings, applications, compliance reports, and information requests submitted to the Canada Energy Regulator (CER) and the U.S. Federal Energy Regulatory Commission (FERC);
- Develop, maintain, and interpret pipeline tariffs, transportation service agreements, and related regulatory documentation;
- Research and analyze regulatory developments, decisions, and industry trends impacting Pembina’s regulated pipeline assets;
- Prepare presentations, reports, briefing materials, and communications for leadership, shippers, regulators, and industry stakeholders;
- Conduct economic, financial, and quantitative analysis to support tolling, tariffs, rate design, and commercial initiatives;
- Support shipper engagement, consultations, and regulatory stakeholder meetings;
- Collaborate across the business to provide regulatory and commercial support for operations, growth projects, and new service offerings;
- Maintain regulatory records, compliance documentation, and internal procedures;
- Support special projects and strategic initiatives for the Financial Regulatory & Liability team; and
- Participate and support an equitable, diverse, and inclusive workplace.
Qualifications:
- Undergraduate degree in Business, Economics, Finance, Commerce, Engineering, Public Policy, Mathematics, or a related field;
- 3 + years of relevant experience in energy, economics, finance, regulation, consulting, accounting, or a related field;
- Experience with regulated industries, energy infrastructure, economic analysis, or regulatory processes is considered an asset;
- Coursework or experience in economics, finance, statistics, accounting, or quantitative analysis is considered an asset;
- Interest in energy markets, infrastructure, economic regulation, public policy, or transportation;
- Strong analytical, problem-solving, and communication skills, with the ability to interpret complex information and communicate insights effectively; and
- Proficiency in Microsoft Excel, PowerPoint, and analytical tools, with the ability to manage multiple priorities accurately and effectively.
