Overview
The Cedar LNG Project is a partnership between the Haisla Nation and Pembina Pipeline Corporation to develop a floating liquefied natural gas facility in Kitimat, British Columbia, Canada, within the traditional territory of the Haisla Nation. Strategically positioned to leverage Canada’s abundant natural gas supply and BC’s LNG infrastructure, Cedar LNG will be powered by renewable electricity from BC Hydro, making it one of the lowest carbon intensity LNG facilities in the world.
Pembina Pipeline Corporation’s New Venture Unit, part of Cedar LNG is hiring for a Manager, Engineering.
Reporting to the VP, LNG New Ventures, the Engineering Manager will be responsible to manage the practice of engineering for Cedar LNG.
The primary objective is to concentrate on advancing Cedar LNG's progress, starting from FEED (Front-End Engineering Design) and continuing through to its operational phase. Additionally, the role involves acting as a significant intermediary between Cedar LNG and external regulatory and all other respective stakeholder.
Responsibilities
Regulatory Compliance:
- Work with the following stakeholders to develop and adopt a Regulatory Roadmap and related Safety Management Plans for the project;
- Act as the liaison between Cedar LNG and external regulatory bodies;
- BC Energy Regulator (BCER);
- Technical Safety BC (TSBC);
- WorkSafeBC (WSBC) and Economic and Social Development Canada (ESDC);
- Transport Canada (TC); and
- Engineers and Geoscientists BC (EGBC).
Process Engineering Management:
- PHAs (HAZIDs / HAZOPs / LOPAs /SILs, ALARP etc.);
- Management of action items from PHAs through to Operations;
- Management of Pembina’s Process Safety Standards and Management Plan; and
- Coordination of Reliability, Availability, and Maintainability (RAM) assessments.
Cedar LNG Engineering Management Plan:
- Permit to Practice
- Professional Practice Management Plan (PPMP);
- Overarching Quality Management Plan and Quality Assurance Program; and
- Document authentication requirements.
Technical Support:
- Provide technical support related to permit development, submissions, and clarifications;
- Support the interface between Cedar LNG and Pembina shared services;
- Prepare the engineering execution plans and project execution standards;
- Support the Cedar LNG project in developing technical requirements, including scope of work, invitation to bid, or requests for proposals; and
- Participate in assessment of the technical portion of all proposals.
Technical Work Processes and Tools:
- Identify, recommend, and deploy the tools required to support consistency in the design amongst various engineering contractors;
- Identify the requirements for work processes within Cedar LNG and develop documentation and tools to implement them;
- Responsible for the development and maintenance of Cedar specific specifications;
- Co-ordinate and manage outside engineering consultants, specialty consultants, and contractors for the engineering, design, construction, and commissioning of capital projects; and
- Collaborate with the Project Team, Field Operations and others within the organization to enhance and continuity of effort and execution effectiveness while identifying continuous improvement opportunities.
Leadership
- Visibly demonstrate commitment and personal accountability to Pembina’s safety culture; and
- Contribute to an environment that promotes inclusion and diversity.
Qualification
- A Bachelor of Science in Engineering degree;
- P.Eng designation with both APEGA and EGBC considered an asset;
- Minimum 15 years of related experience in Project Management and engineering for energy infrastructure projects over $500 million;
- LNG Project Experience an asset;
- Quality management and commissioning of large energy infrastructure projects considered an asset;
- The successful candidate will have excellent communication skills, including the ability to exchange information, ideas, and thoughts effectively between individuals and groups;
- Exceptional organizational, management, and planning skills;
- Capability to strike a balance between the big picture and the finer details;
- Proven ability to work harmoniously in a team environment with colleagues, representatives and all other stakeholders;
- The capacity to juggle multiple tasks and exhibit adaptability to accommodate the varying responsibilities associated with the role; and
- Ability to travel within Canada and International on a frequent basis.
