Overview:
Pembina Pipeline Corporation’s Calgary office is actively hiring for a Compliance Fleet Safety Administrator to join the Safety Programs and Systems team. This position reports to the Manager, Safety Programs & Systems in the Safety department part of Pembina’s Operations division.
The Administrator is responsible for supporting the day-to-day administration of driver and vehicle safety requirements through the effective integration of regulatory compliance, driver performance, and operational discipline. This role is designed for a high-performing individual who will be responsible to uphold regulatory standards and support driver success by monitoring Hours of Service, compliance, and safety performance, while proactively identifying and managing regulatory risk across federal, provincial, state, and industry requirements. You will also contribute to strengthening a safety culture that emphasizes accountability, consistency, and continuous improvement.
Promoting Pembina’s Safety Culture – Zero by Choice, the Safety team is dedicated to delivering quality products and services by leading the enterprise-wide occupational health and safety, process safety, physical security, and emergency management programs, insurance program and Operations Management System governance. The Safety team ensures compliance with all company, federal and local government health, safety, security and emergency management regulations and requirements ensuring a safe and healthy work environment for our employees, contractors, and communities.
Responsibilities:

- Maintain compliance with applicable U.S. and Canadian regulations (e.g., DOT/FMCSA, Transport Canada, NSC) governing commercial vehicle operations, including management of carrier and safety fitness certificates across jurisdictions;
- Monitor and manage Hours of Service (HOS), ELD data, and driver compliance records, including driver qualification files (e.g., abstracts/MVRs, licenses, medical certificates, endorsements, and training records);
- Administer driver compliance programs, including onboarding requirements, annual driver abstract reviews, ongoing training, and reporting of conformance/non-conformance to management and HR;
- Monitor driver behaviour through telematics systems and coordinate coaching or intervention actions with supervisors to support safe driving performance;
- Serve as system administrator for fleet management and telematics platforms, including user access, data integrity, reporting configuration, system updates, and vendor coordination for issues, integrations, and enhancements;
- Generate and maintain regular and ad hoc reporting on fleet utilization, safety performance, and key metrics (e.g., safety scores, speeding, compliance KPIs), ensuring data is accurate, timely, and audit-ready;
- Maintain complete, accurate, and audit-ready fleet and compliance records across systems; support internal and external audits;
- Support incident, near miss, and compliance violation investigations, including tracking corrective actions and identifying trends;
- Identify opportunities for continuous improvement and leverage technology (e.g., data analytics, automation, AI) to enhance processes, improve efficiency, and enable data-informed decision-making;
- Develop and maintain effective working relationships with internal stakeholders and contribute to a collaborative, inclusive team environment; and
- Participate and support an equitable, diverse, and inclusive workplace.
Qualifications:
- Diploma in Business Administration or a related field, or an equivalent combination of education and experience;
- Minimum of 3+ years of experience in fleet safety, transportation compliance, or trucking operations; experience in industrial or oil and gas environments is considered an asset;
- Strong understanding of Canadian and U.S. regulatory frameworks, including National Safety Code standards and applicable transportation legislation;
- Hands-on experience with fleet management and/or telematics platforms (e.g., Geotab, Holman);
- Strong analytical and problem-solving skills, with a detail-oriented and data-driven approach to identifying issues and supporting decision-making;
- Demonstrated ability to manage multiple priorities, work independently, and deliver high-quality, accurate outputs in a deadline-driven environment;
- Effective communication and collaboration skills, with the ability to work cross-functionally and build strong relationships with internal and external stakeholders; and
- Proficiency in Microsoft 365 applications (including Power BI, Power Apps, automation tools, and Copilot) and SAP at an intermediate to advanced level.
